Every Inch a Gentleman

Arthur Houghton III, the cur-whipping advocate from the East Coast, once again demonstrates his impeccable breeding and manners, insulting guests on Peter Tompa's Washington legal firm blog (CPO January 18, 2014 at 10:59 AM). It remains to be seen if the Director of the Cultural Property Research Institute can bring himself to giving a civil answer to a civil question.

It is quite a simple one. Why, when there already is in existence a Cultural Property Research Institute  (which he heads), does he advocate setting up a separate body to research and report on an aspect of cultural property which could be dealt with just as effectively within the framework of his own organization? The CPRI has already produced a report on 'orphan' artefacts and organized a seminar on the CCPIA, why can it not deal with the task of collating information on the circulation of various groups of ancient coins?
